Implementation Strategies PresentationIt is essential to the success of a plan that there exists a strong implementation strategy to prevent the plan from becoming marginalized or forgotten. In addition to a thorough implementation strategy, the plan must also have the support of stakeholders and they must be willing to devote time and energy to facilitating its implementation.  Phase III: Implementation Strategies was presented to the community on December 2007.

Phase III: Implementation Strategies considers three factors that will affect the successful implementation of the comprehensive plan:

  • Financing Community Development
  • Regulations
  • Community Organizations

In Financing Community Development, the consulting team reviews the current Capital Improvement Programs for the City and the University and identifies projects that will take place in the University Neighborhood.  A list of relevant federal, state and local incentive programs and grants is provided.

Regulations explores implementation of the University Neighborhood vision within the context of the current City of Memphis zoning ordinance and the proposed Unified Development Code.

The consulting team also considers the various community organizations and the roles that they would play in redevelopment of the University Neighborhood under the proposed comprehensive plan.
